Gambling is legal in Connecticut. The state's gambling industry comprises a variety of gambling activities such as casino gambling, lottery & bingo, sports betting, off-track greyhound race betting, horse racing, dog racing, and Jai alai. Connecticut Gambling History

In 1963, Connecticut State lawmakers passed the Connecticut Solicitation of Charitable Funds Act). This Act allowed qualified non-profit organizations to raise funds from various activities. Some of the activities include Bingo which was legalized in 1939, Bazaars and raffles in 1955, and sealed tickets in 1987.

Non-Profit organizations were formerly allowed to operate casino games during Las Vegas Night Fund-raisers, but the law permitting that was repealed in 2003. So, only non-profit organizations issued permits by Connecticut’s Department of Consumer Protection Charitable Gaming Unit have the authority to conduct casino games in Connecticut now.

The history of gambling in Connecticut continued with the legalization of table games in 1992, and the legalization of slot machines in 1993.

In 2021, House Bill 6451 was signed into law. This law brought about a new era in Connecticut online gambling history as it legalized sports betting, CT online gambling, and fantasy contests in the state. Upon passing this law, the Mohegan tribe partnered with Fanduel to operate the Mohegan Sun Online Casino. Similarly, the Mashantucket tribe partnered with Foxwood to operate DraftKings. Both of these platforms now offer online casino games to lovers in the state of Connecticut.

The Connecticut Department of Consumer Protection Gaming Division oversees the online casino gaming industry. It has the authority to issue four types of licenses permitting online gaming and retail sports wagering in Connecticut. These licenses include the following:

CT sports betting licenses provide permission only for ten years, and the state taxes revenue from the licensees at 13.75%.

Connecticut state laws allow both online and in-person sports betting. As long as you're 21 or older and within state lines, you can bet at any of the three Connecticut online sports gambling sites: Fanduel, DraftKings, and Sugar House.

In-person sports betting is also available at the Mohegan Sports Casino (operated in partnership with Fanduel SportsBook), Foxwoods Resort Casino (in collaboration with DraftKings), or any other of the eight retail locations sponsored by the Connecticut Lottery in partnership with PlaySugar House.

The passing into law of HB 6451 makes Daily fantasy sports legal in Connecticut. However, fantasy contest providers can only operate by maintaining a relationship with one of the Master Wagering Licensees (Mohegan Tribe, Mashantucket Pequot Tribe, or the Connecticut Lottery Corporation) and applying for an online gaming operator license.

The licensing fee at the initial stage is $250,000 and can be renewed for $100,000. Currently, the only operator licensed to organize online daily fantasy sports in Connecticut is DraftKings.

The legal age for participating in daily fantasy sports is 18 years old. If a player is caught engaging in gambling underage, such a player can be found guilty of a Class A misdemeanor which is punishable by a term of imprisonment not longer than one year or a fine of $ 2,000.



Lottery Laws in Connecticut

Lotteries have been legal in Connecticut since 1972, when the Connecticut Lottery Corporation Act was passed. While General Statutes of Connecticut Title 12-568, et seq of the Act deals with the operation of lotteries, General Statutes of Connecticut Title 12-800, et seq makes provisions for establishing the Connecticut Lottery Corporation.

Pending Legislation on Gambling in Connecticut

Between 2019 and 2022, the Connecticut legislature has proposed the following changes to the gambling industry in the State:

  1. CT SB110 (An Act Concerning Funding for Problem Gambling Services): this bill was referred to the joint committee on appropriations on February 17, 2022. If passed into law, the act is expected to devote a certain amount of money to the Department of Mental Health and Addiction Services to increase access to problem gambling services due to the increased need for CT online gambling.
  2. CT SB134 (An Act Repealing the Prohibition Against Accepting Advanced Deposit Wagers): this bill, if passed into law, is poised to repeal the provisions of Section 12 - 572b of the General Statute and stop the prohibition against the acceptance of advanced deposit wagers.
  3. CT - HB5174 (An Act Prohibiting the Operation of Greyhound Racing in the State): this bill is sponsored by the Committee on Public Safety and Security of the Connecticut House of Representatives. If passed into law, the bill is poised to repeal Section 12 - 574 of the General Statute provisions and, in turn, prohibit greyhound racing in Connecticut.
  4. CT-HB5190 (An Act Establishing a Commission on Gaming): this bill was due for a public hearing on the 25th of February 2020 and if passed into law, it seeks to establish a Commission on Gaming and transfer oversight of gambling in this state from the Department of Consumer Protection to the commission.
